What triggers it

The lint's definition. It is used by people under 18 or is likely to be: it is aimed at them, or it is open to everyone and does not keep them out. Data about minors collected elsewhere is the data activity, not this one.

This covers a general-audience social app that in practice has a large under-18 user base, and a game marketed to teenagers.

What does not

An app that requires and enforces an adult-only signup, and takes real steps to keep minors out, does not count in the same way.

Often confused with Publishes adult content and Operates a social platform.

Counterparties that usually come with it

  • an age-assurance provider

A component that cannot run as documented without one of these names it in its ACTIVITIES.md under talks_to, with required: true. That party's jurisdiction then joins the run of every product that uses the component, and the finding says why it is there. A default the deployer can change is asked about, never added. Talking to a party never makes a product that party.
