What triggers it

The lint's definition. It holds a financial-services license, or supplies software to a firm that does. Also declare the class: is_bank, is_lender, is_insurer, is_securities_firm or is_payment_provider. Moving money alone is not this.

This is a status of the company that runs or supplies the app, not a feature of the app.

Declare its license class too: Is a bank, Is a lender, Is an insurer, Is a securities firm or Is a payment provider.

Declared alone, it is answered with every class's rules, and the lint asks which class applies.

What does not

An app that only moves money or takes card payments, without holding a license or supplying a firm that does, does not count.

Often confused with Handles health records, Is a bank and Is a lender.
