Article 9 gives a person applying a large foundation model the ABILITY to place a notice that AI technology was used (paragraph 1), leaves the notice's format and content to private agreement (paragraph 2), and requires a high-traffic Russian-language personal-page platform to give its users that same ability (paragraph 3).
