What triggers it

The lint's definition. It puts its own general-purpose AI model, one that performs a wide range of tasks (EU AI Act Art. 3(63)), on the market. Calling another's model, or a light fine-tune of it, is not this.

This covers a company that offers its own large language, image or multimodal model through an API, as downloadable weights or inside its own product.

The EU AI Act calls it the provider of a general-purpose AI model (Article 3(63)), and its Articles 53 to 55 set that provider's duties.

What does not

Calling someone else's model, or a light fine-tune of one for a single task, does not count on its own; a modification on the scale of the original training can make you the provider of the modified model.

Often confused with Trains models and Is a frontier developer.
