What triggers it

The lint's definition. It trained, or started training, a frontier model: one trained with more than 10^26 operations (California SB 53, the RAISE Act). A small fine-tune of another's model is not this.

California's SB 53 defines a frontier model as a foundation model trained with more than 10^26 integer or floating-point operations, and New York's RAISE Act adds a training-cost threshold.

Only a handful of companies have trained one.

What does not

Calling someone else's model, or a small fine-tune of it, does not count.

Often confused with Trains models and Provides a general-purpose AI model.
