Complementary Law 205 of 2025, State Policy to Foster Innovation in Artificial Intelligence

Lei Complementar nº 205, de 19 de maio de 2025Text of Lei Complementar nº 205/2025 as compiled on LEGISLA GOIÁS, the Casa Civil legislation database of the State of Goiás

In force since . Binds public and private bodies.

What this law does

Complementary Law 205 of 2025 institutes the state policy to stimulate the development of innovation in artificial intelligence in Goiás. In automated decisions, people have a right not to be discriminated against unlawfully and to prior, free, accessible and easily understood information about the use of the system, its purpose and the automated character of the interaction.

Article 8 does not apply to systems used solely for security, cyberdefense or military purposes, to systems that take no part in decisions or take none that affect the legal sphere of third parties, or where a human takes the final decision. The Law forbids developing, implementing or using an AI system whose purpose is contrary to fundamental rights, public order, the guiding principles of the democratic rule of law or the security of public institutions.

Outside experimental contexts, autonomous AI agents must meet minimum mandatory requirements: transparency about their artificial nature and autonomous decision-making capacity, effective mandatory human supervision, and, when they operate under that supervision, periodic technical audits by independent accredited third parties.

Developers, operators and distributors of embedded (edge) AI must meet five mandatory requirements: transparency to end users, reinforced cybersecurity, periodic independent audits for devices in critical areas, human supervision and intervention with remote shutdown where technically feasible, and clear technical documentation. Users of AI in state public services have rights to a reasoned decision, to contest and obtain review of it, and to human review on appeal.

Complementary Law 215 of moved the Núcleo de Ética e Inovação em Inteligência Artificial into the administrative structure of the Secretariat of State for Science, Technology and Innovation (SECTI), which now chairs it.

Goiás has Law No. 20.396 of 2019, which makes a biometric identification system at the entrances and an image-monitoring system mandatory in football stadiums with a capacity above 10,000 people, and which requires the resulting database to be kept for at least five years. The Federal Constitution reserves to the Union the power to legislate on the protection and processing of personal data (article 22, XXX).

Decree No. 10.092 of 2022 applies the federal General Personal Data Protection Law (LGPD) to the direct and indirect administration of the state executive branch and creates a state committee on personal data protection; it binds the state's own bodies and is named here, not described as an instrument. The LGPD is described in Brazil's national entry.

Lei nº 20.396, de 3 de janeiro de 2019Text of Lei nº 20.396/2019 as compiled on LEGISLA GOIÁS, the Casa Civil legislation database of the State of Goiás

In force since . Binds public and private bodies.

What this law does

A biometric identification system at the entrances and an image-monitoring system over the whole common-use area are mandatory in football stadiums with a capacity above 10,000 people in Goiás on days of football matches.

The biometric system is used to build a database of people with a history of violence in and around stadiums and to cross it in real time with databases made available by security bodies, such as those of people barred from the vicinity of stadiums, fugitives, arrest warrants, members of organized supporter groups and other databases of public security bodies and the Judiciary.

The information in the database must be kept for at least five years, under the responsibility of the stadium owner, and made available to the state security bodies, the Judiciary and the Public Prosecutor's Office on request. Sharing or using the database for any purpose other than those the Law provides is forbidden. Entry to a football stadium is forbidden to a person convicted by a final judgment of violence inside or around stadiums.

The cost of acquiring, installing and maintaining the equipment and software falls on the budget appropriations of the stadium owners.

Reporting clocks that run here2 instruments

The instruments whose obligation lines set a deadline for reporting an incident, a vulnerability or a personal-data breach, each deadline read from the sentence that carries it and listed shortest first. The law of Goiás comes first, then the law of the bodies above it that applies here.

Each flag is one law, and a link to it. Read down the scale: the clocks document's time axis, with the empty stretches shortened so the deadlines sit close. Flags on one line set the same duty at the same deadline, and the laws behind them are named to the right, with what each clock counts from.

5 business days

The deadlines above on one time axis, shortest at the top. The axis keeps its order and, between neighbors, its proportion, but a stretch with no deadline on it is shortened, so the hour marks on the left are what say how far apart two stations really are. Beside each action, the laws that set it, what each counts from, and a status where the law is not yet in force. The List tab has the same data in full, with the sentences.

ANPD Regulation on Reporting Security Incidents (Resolution CD/ANPD No. 15/2024)

Resolução CD/ANPD nº 15, de 24 de abril de 2024 (Regulamento de Comunicação de Incidente de Segurança), Anexo, arts. 4º-6º, 9º and 10privacy law, in force since

The sentences the clocks are read from

Notify the ANPD of a security incident that may create relevant risk or damage to data subjects within three business days of learning that it affected personal data, unless a specific law sets another period, and send the notice through the data protection officer or an authorized representative on the ANPD's electronic form.

Notify the affected data subjects within three business days of learning that the incident affected personal data, in plain language, and directly and individually where you can identify them.

5 business days

SUSEP Circular 638 of 2021, Notification of Relevant Incidents

Circular SUSEP nº 638, de 27 de julho de 2021, arts. 2º, 6º e 8ºsecurity law, in force since

The sentence the clocks are read from

Notify the Susep of the occurrence of a relevant incident within a maximum of 5 business days from the day you become aware of the event, detailing the extent of the damage and, where applicable, the actions under way to fully regularize the situation, those responsible and the deadlines (article 8).

A relevant incident is an adverse event, whether or not from malicious activity, that substantially compromises, under parameters you set, the confidentiality, integrity or availability of relevant data or of relevant data processing or storage services (article 2, item VI).

Which of these one incident starts turns on the facts: the incident method works that through. The clocks document draws every clock in the LexLint law library on one axis, with the sentence beside every rung.
