Copyright Law, reproduction right and limited exceptions
Law on Copyright and Related Rights (2003), Arts. 21, 24, 28
In force.
A copyright and text and data mining (TDM) rule binding public and private bodies.
- Audit expectation
- none
What it requires
- Get the right-holder's authorization before reproducing a Cambodian copyrighted work, including through automated collection, unless the citation exception applies.
- The citation exception covers citing a legitimately published work with the source and author's name indicated and without exceeding the necessary purpose; it is not framed as a research or text-and-data-mining exception and does not on its own terms cover bulk reproduction for model training.
These lines are LexLint's reading of the law's text.

Logging duty
Articles 21, 24 and 28 set the author's exclusive economic rights, the private-copy exception and the citation exception; the only requirement they attach is that the source and author's name be indicated on citation. None requires a log or record to be created, kept, produced or reviewed. The Law's point-of-attachment rules in Article 3 are not invoked by these articles, so no territorial hook is read from them.

What this law does
Article 21 gives the author the exclusive economic right to exploit a work through reproduction, communication to the public, and creation of a derivative work, and paragraph (f) of the list following it names reproduction of the work among the acts requiring the author's authorization. Article 24 permits only a natural person's private reproduction of a published work in a single copy for personal purposes.
Article 24(e) withdraws even that narrow permission wherever reproduction would conflict with normal exploitation of the work or unreasonably prejudice the right-holder's legitimate interests. Article 28 separately permits citing a legitimately published work in another work without the author's authorization and without payment. That permission is conditioned on indicating the source and the author's name where given and on the citation not exceeding "the necessary purpose".
No provision creates a text-and-data-mining exception, so reproducing copyrighted Cambodian text at scale to train a model rests, if at all, on Article 28's citation ground, which is conditioned on attribution and proportionality rather than framed as a research or training exception. The Law's text names no day for its entry into force, and no notice stating that day has been located.
