What it requires
- Applies to manufacturers of terminal equipment intended for online public communication services that give access to content harmful to minors, and to the importers, distributors and order-fulfilment service providers that handle it; an app developer carries no duty under it.
- Equip the terminal with an easily accessible and understandable device that lets users restrict or control minors' access to those services and content, and offer to activate it when the equipment is first put into service.
- When placing the equipment on the market, make sure the operating system installed on it includes the device, and allow its activation, use and uninstallation at no extra cost to the user.
- Do not use minors' personal data collected or generated on activation for commercial purposes such as direct marketing, profiling or behavior-targeted advertising, even after they come of age.
- Build the device so that it can block downloads from software app stores of content that the law forbids to minors and can block access to installed content of that kind, and so that it runs locally without collecting the minor's personal data on servers.
