What counts as an app
Every plan is priced per app, never per jurisdiction or legal area. So the boundary of an app is the one definition the price depends on.
An app is one declaration and one run history: one
lexlint.yml saying what the software does and where it
operates, and the runs linted against it. In practice that is one product,
and usually one repository.

Seats
A seat is a person who can sign in and read the app's runs. Free, Plus and Pro have one; Enterprise has up to 10 per app, each as Developer, Product owner or Counsel. A person on three Enterprise apps holds a seat on each of them.
A second app
A second app is a second subscription at the same price, on every plan. The number of apps is never a row on the plans page, because the plan is the same whichever app it covers.
