What this law does
A transfer of personal data outside the EEA requires an adequacy decision, appropriate safeguards, or a narrow Article 49 derogation, backed by the Article 83(5)(c) top fine tier. The Act's own rules on transfer to a third country, in Article 72 and the articles that follow it, bind competent authorities processing personal data for criminal-justice purposes.
