What this law does
A carrier must ensure that automated airport kiosks it installs on or after at a United States airport with 10,000 or more enplanements per year meet the rule's design specifications until at least 25 percent of the kiosks in each location do. By , at least 25 percent of the automated kiosks a carrier owns, leases or controls in each location at a United States airport must meet the design specifications.
The design specifications require every covered kiosk to provide an option for speech output. A carrier is jointly and severally liable with airport operators and other participating carriers for shared-use automated airport kiosks. A carrier must provide equivalent service on request to a passenger with a disability who cannot readily use its kiosks. A general civil penalty of not more than $75,000 applies to violations of the Department's rules under this statute.
