Article 22 gives the author the exclusive right to reproduce a work's original or copies by any method, in whole or in part, directly or indirectly, temporarily or permanently. Article 35 permits quotation from a work in four listed cases, such as taking sentences and passages of a published work into an independent scientific or literary work, and requires the quotation to be made recognizable.
Article 38 permits copying for personal use where the copying is not for profit, does not unjustifiably harm the right holder's legitimate interests and does not conflict with normal exploitation of the work. Article 71(1) makes it an offence to reproduce, distribute or communicate to the public a work without the right holders' written permission, punished by imprisonment of one to five years or a judicial fine.
