What it requires
- A passage of a published work may be quoted in another work without the author's authorization only for clarification, explanation, discussion, criticism, education, or testing, to the extent justified by the purpose, with the source and the author's name stated, and only where the use does not conflict with the normal exploitation of the work or cause unjustified harm to the right holder's legitimate interests (Article 17).
- Jordan's Copyright Protection Law carries no text-and-data-mining-specific exception or machine-readable opt-out, so training a model on scraped copyrighted text is not clearly authorized outside this enumerated quotation exception.

What it makes you log
Logging duty
Article 17 lists cases in which published works may be used without the author's permission, subject to the normal-exploitation and legitimate-interests conditions. It imposes no duty to create, keep, produce or review a log or record, and has no territorial clause of its own. Article 25's duty on broadcasters to destroy ephemeral copies within a year lies outside the cited article.

What this law does
Article 17 permits the use of published works without the author's authorization in the cases it lists, provided the use does not conflict with the normal exploitation of the work and does not cause unjustified harm to the right holder's legitimate interests.
Article 17(d) permits quoting passages from a work in another work for the purpose of clarification, explanation, discussion, criticism, education, or testing, to the extent justified by the purpose and provided the source and the author's name are stated. The Law's exceptions, read at Article 17, are a closed, enumerated list rather than an open-ended fair-use standard, and no provision read creates a text-and-data-mining-specific exception or a machine-readable opt-out mechanism.
Whether training a model on scraped copyrighted text can be characterized as "testing" or "education" within Article 17(d) is not addressed in the text and has not been tested by a reported Jordanian decision. Article 1 provides that the Law has effect from the date of its publication in the Official Journal, and the Legislation and Opinion Bureau records that publication as issue 3821 of .
