Regulation (EU) No 181/2011 applies to regular bus and coach services for non-specified categories of passengers whose boarding or alighting point is situated in the territory of a Member State. Articles 9, 10(1), 24 and 25 apply to such services whatever their scheduled distance, while Articles 10(2), 11 and 14 apply only where it is 250 km or more (Article 2(1) and (2)), and none of these Articles applies to occasional services (Article 2(3)).

Article 9 bars carriers, travel agents and tour operators from refusing to accept a reservation from, to issue or otherwise provide a ticket to, or to take on board, a person on the grounds of disability or of reduced mobility, and requires reservations and tickets to be offered to disabled persons and persons with reduced mobility at no additional cost.

Article 10(1) allows a refusal in order to meet applicable safety requirements or health and safety requirements, or where the design of the vehicle or the infrastructure makes safe and operationally feasible carriage physically impossible, and Article 10(2) then requires the carrier, travel agent or tour operator to inform the person about any acceptable alternative service operated by the carrier.

Article 11(2) requires carriers and terminal managing bodies to make their access conditions for the transport of disabled persons and persons with reduced mobility publicly available physically or on the Internet, in accessible formats on request, in the same languages as those in which information is generally made available to all passengers.

Article 14(3) requires carriers, terminal managing bodies, travel agents and tour operators to take all measures necessary to facilitate the receipt of notifications of the need for assistance at all designated terminals and their points of sale, including sale by telephone and via the Internet.

Article 24 requires carriers and terminal managing bodies to provide passengers with adequate information throughout their travel, in accessible formats upon request where feasible, and Article 25(1) requires them to provide information regarding passengers' rights at terminals and, where applicable, on the Internet, in an accessible format at the request of a disabled person or person with reduced mobility where feasible.

Each Member State designates a body or bodies responsible for the enforcement of the Regulation as regards regular services from points situated on its territory and regular services from a third country to such points (Article 28(1)), and Article 31 has the Member States lay down rules on penalties, which shall be effective, proportionate and dissuasive; the Regulation sets no amount.

The Regulation applies from and is binding in its entirety and directly applicable in all Member States (Article 34).
