What this law does
Real Decreto 1494/2007 approves the regulation on the basic conditions for access by persons with disabilities to information society technologies, products and services and to the media. Article 2 binds the public administrations, telecommunications operators, information society service providers and the owners of media that provide services under Spanish jurisdiction.
Article 3(1) requires operators to make the reasonable adjustments that give persons with disabilities access to customer service. Article 3(2) requires operators to give subscribers with a visual disability who ask for it, in accessible conditions and formats, their contracts, invoices and the other information given to all subscribers. Articles 5 to 7, on website accessibility criteria and the certification of websites, are repealed.
The transitional provision makes the obligations enforceable from for all new products and services and from for existing ones that can be made subject to reasonable adjustments. For information or communication through the internet, Article 3(2) applies the regulation's rules for the pages of public administrations or with public funding, and Real Decreto 1112/2018 repealed Articles 5 to 7, which carried those rules.
Article 3 still refers to the regulation approved by Real Decreto 424/2005, to Ley 51/2003 and to Ley 32/2003, the General Telecommunications Law of 2003.
