Measures for Labeling AI-Generated Synthetic Content, Article 6 (content dissemination platforms)

Measures for Labeling AI-Generated Synthetic Content (国信办通字〔2025〕2号), issued by CAC, MIIT, MPS and NRTA, 2025, Art. 6

In force since .

An AI transparency rule.

As of .

What it requires

  • If you provide an online information content dissemination service in China, check the metadata of published files for an implicit AI-generation label and, where it marks the content as AI-generated, add a prominent notice around the published content that it is AI-generated or synthetic.
  • Where the metadata carries no implicit label but the user declared the content AI-generated, add a prominent notice around it that it may be AI-generated; where there is neither a label nor a declaration but you detect an explicit label or other traces of generation, treat the content as suspected AI-generated and add a prominent notice saying so.
  • Provide a labeling function and remind users to declare whether the content they publish is AI-generated.
  • In those first three cases, add the content's generation attributes, your platform's name or code and a content number to the file metadata.

Article 6 requires a provider of online information content dissemination services to check whether a file's metadata contains an implicit label and, where the metadata marks the content as AI-generated, to add a prominent notice around the published content that clearly reminds the public that it is AI-generated or synthetic.

Where no implicit label is found in the metadata but the user has declared the content AI-generated, Article 6 requires the provider to add a prominent notice around the published content reminding the public that it may be AI-generated or synthetic.

Where there is no implicit label and no user declaration but the provider detects an explicit label or other traces of generation, Article 6 requires the provider to identify the content as suspected AI-generated and add a prominent notice around it reminding the public of that. Article 6 also requires the provider to supply the necessary labeling function and to remind users to declare whether the content they publish contains AI-generated content.

In the first three cases, Article 6 requires the provider to add the content's generation attribute information, the dissemination platform's name or code and a content number to the file metadata.
