Section 3 fixes, by class of regulated broadcasting entity, the day from which the year to publish an initial accessibility plan runs. Section 19 does the same for each class of regulated telecommunications entity. Section 5 requires a regulated broadcasting entity to publish its plan on the main digital platform that it owns, operates or controls and in a format that meets the requirements of Level AA conformance that are set out in the WCAG.

Section 21 imposes the same publication requirement on a regulated telecommunications entity. The Regulations define the WCAG as the Web Content Accessibility Guidelines published by the World Wide Web Consortium, as amended from time to time. Section 7 requires a regulated broadcasting entity to notify the Commission of each publication of its plan within 48 hours. Section 9 requires a regulated broadcasting entity to allow feedback to be provided anonymously. The Regulations came into force on the day on which they were registered.
