- Which accessibility norms serve as the reference in Article 55 for an information and communication system, given that the Act names none?
What this law does
Article 55 requires the conception and implementation of projects dealing with information and communication, including information and communication systems and technologies, that are open to the public, of public use or of private collective use, to follow the principles of universal design, with the accessibility norms as reference. Under paragraph 1, universal design is always taken as the general rule.
Under paragraph 2, where universal design demonstrably cannot be undertaken, reasonable adaptation must be adopted. Article 3 treats universal design as the conception of products, environments, programmes and services to be used by all persons without need for adaptation or specific design, including assistive technology resources.
