Article 5 would name the national market surveillance authorities for Regulation (EU) 2024/1689 sector by sector and make the Communications Regulation Commission the single point of contact, and Article 3 would have the Prime Minister appoint a national coordinator for the use and development of artificial intelligence.

Article 15 would prohibit publishing on online platforms AI-generated content that is a convincing forgery in the name of a person in high public office or a state body, or, in the name of another person, where the person has not consented in advance.
Article 13 would require systems that the Council of Ministers identifies as high-risk for national security to give the State Agency for National Security and the Ministry of Innovation and Digital Transformation, among other information, the source code and technical documentation of the recommender system, and a very large online platform operator that fails to do so faces a penalty of 1,000,000 to 5,000,000 leva.
Article 29 would provide that training an AI model counts as automated analysis of text and information under Articles 26e and 26zh (in Cyrillic, 26е and 26ж) of the Copyright and Neighbouring Rights Act. Article 32 would prohibit using children's personal data to train AI models unless their parents or guardians consent, and then only for specialized models that support children's education or pediatric innovation.
